Imports of crude to the Czech Republic totalled 6.851 million tons in 2025 against 6.807 million tons in 2024. Imports from Russia dropped from 2.716 million tons in 2024 to 526,900 tons in January to December 2025, with the last deliveries of Russian crude made in April last year.

The smaller refinery in Kralupy nad Vltavou continues to process lighter crude from the Caspian region, with imports from Azerbaijan amounting to 2.959 million tons in 2025. The larger Litvinov refinery has switched to a combination of Norwegian and Saudi Arabian oil, amounting to 1.384 million tons and 739,600 tons respectively for January to December 2025.
Polish crude imports Jan-Dec 2025
From the total of 25.431 million tons of crude imported into Poland in 2025, supplies from Saudi Arabia totalled 12.038 million tons followed by Norway which provided 8.240 million tons.

Guyana was the third largest supplier of crude to Poland in 2025, delivering 2.034 million tons in January to December versus 1.150 million tons in 2024. Average prices for Polish crude purchases dropped from $585.1 per ton 2024 to $436.5 per ton in 2025. Due to lower prices refining margins for the Orlen Group recovered steadily throughout 2025 but then started to fall in December.
Hungarian crude imports Jan-Dec 2025
Hungary imported a total of 4.641 million tons in the period January to December 2025, against 4.725 million tons in 2024. Supplies from Russia amounted to 4.281 million tons against 4.534 million tons. Average prices for Russian crude dropped last year to €444.7 per ton from €492.8 per ton in 2024.

Hungarian oil supplies from Russia were affected in late January by Russian attacks on the Druzhba pipeline rather than Ukrainian. A Russian attack on the Lviv region on 27 January damaged the energy infrastructure connected to the Druzhba pipeline, which is also used to supply Russian oil to Hungary and Slovakia. Although Russia regularly targets attacks on Ukraine's energy infrastructure, this is the first time that an oil pipeline through which the Russians supply their own oil to Europe has been damaged.
Croatia has agreed to help Hungary and Slovakia with oil supplies through the JANAF pipeline but will only allow non-Russian sources to be delivered. In purely economic terms Croatia has pointed out that Hungary and Slovakia can finally abandon Russian raw materials and switch to alternative sources. Hungary and Slovakia are however in conflict with the EU and Ukraine regarding deliveries of Russian crude and appear to want to help the Russian regime.
Polish petrochemical production Jan-Dec 2025
Ethylene production in Poland dropped in 2025 to 301,700 tons against 342,300 tons in January to December 2024, whilst propylene dropped from 386,600 tons to 352,600 tons. The drop in propylene production is largely due to the stoppage of the PDH plant of Polimery Police which has not worked since July 2025.

The reasons for the stoppage at the PDH plant is down to scheduled maintenance being brought forward from three years to two years. This change in the maintenance cycle to two years threw out Grupa Azoty’s calculations, as they do not have the funds to operate the restart of the plant. As a result, renewed discussions are being undertaken with Orlen.
Butadiene production at Plock rose slightly to 54,888 tons in 2025 from 43,514 tons in 2024. Nearly all of the butadiene produced at Plock is consumed by Synthos. In the aromatics sector toluene production at Plock has been stopped again.
In the plastics sector polyethylene production in Poland amounted to 291,000 tons in January to December 2025 versus 312,700 tons in 2024. Polypropylene production in Poland dropped at the two plants at Plock and Police from 264,400 tons to 255,300 tons. PVC production at Wloclawek increased from 308,400 tons to 316,600 tons.
Orlen Jan-Dec 2025
Orlen’s downstream revenue was affected in 2025 by lower sales volumes of petrochemicals. Fertiliser sales volumes declined by 13% following the shutdown of the production unit at Spolana and outages at fertiliser units at Wloclawek as a result of a power supply failure in March 2025. PTA and PVC volumes also fell, by 29% and 24% respectively, due to plant shutdowns in 2025. Sales of polyolefins were down 18% in 2025, and olefins down by 10%. These falls were attributable to adverse market conditions against increased competitive pressure from Asian producers.

Operating costs decreased by zl 17,516 million in 2025 to zl 119,966 million, due mainly to a $12 per barrel decline in crude oil prices.
Petrochemical margins for Orlen and the European market were generally lower in 2025 than in 2024. Only in April last year did margins exceed €200 per ton against exceeding €200 seven times in 2024.
Nowa Chemia
Orlen was required to make an impairment loss in the amount of zl 2.5 billion to offset the losses from Olefiny III. Originally, Olefiny III was supposed to cost zl 8.3 billion, Nowa Chemia is expected to absorb a total of approximately zl 34 billion. Nowa Chemia will allow Orlen to increase the production of ethylene by around 15%, reduce emissions and increase production efficiency by about 30%. The alternative was to completely liquidate what had been created under Olefiny III, the costs alone which could consume another zl 10 billion.
In the new form of the project, the structure of the feedstocks is adjusted to maximize the internal synergies between the petrochemical and the refinery. At the same time, Orlen is focusing on increasing the share of recycled feedstocks, which will move the group strongly towards the creation of the so-called green petrochemicals. In the case of Olefiny III, it was assumed that significant quantities of feedstocks were based crude oil processing.
Polish monomer imports, Jan-Dec 2025
Butadiene import prices for Poland averaged to €893.1 in 2025 against €877.6 per ton for the whole of 2024. Shipments totalled 97,664 tons against 106,085 tons in January to December 2024. Germany increased exports in 2025 to 37,833 tons versus 28,315 tons in 2024, and Austria reduced shipments to 34,258 tons against 36,270 tons.

Exports of propylene from Hungary amounted to 65,870 tons in January to December 2025 against 71,979 tons in January to December 2024. Shipments to Slovnaft in Slovakia were reduced from 61,722 tons to 50,973 tons, whilst smaller deliveries were made to Poland (5,157 tons) and Germany (4,661 tons). Prices averaged €940.3 per ton in 2025 against €871.4 per ton in January to December 2024.

HIP-Petrohemija 2025
The performance of the NIS Group in 2025 was affected by the results of HIP-Petrohemija, which recorded a loss of 2.8 billion dinars in the final three months of 2025, and incurred a total loss of 10.3 billion dinars for the entire 2025. HIP-Petrohemija has been part of NIS Group since 2023. Currently negotiations are underway over the transfer of ownership from Gazprom Neft to MOL and ADNOK.

After a two-month break due to the introduction of US sanctions on Serbia, Petrohemija restarted on 2 February. The company took advantage of the interruption in production to carry out small-scale maintenance. Production however fell in 2025 to 257,900 tons against 298,100 tons in 2024.
Naphtha processing declined in 2024 from 399,500 tons to 326,200 tons in 2025. Production of petrochemical products amounted to 46,000 tons in the fourth quarter, using 57,000 tons of naphtha which is 52% less compared to the same period in 2024. The sales of petrochemical products in the fourth quarter of 2025 recorded the decline of 36% compared to the same period of last year and amounted to 53,000 tons. HIP-Petrohemija’s EBITDA indicator was negative in the fourth quarter and amounted to -2.6 billion RSD, against RSD -2.3 billion in the fourth quarter in 2024. The net result for the fourth quarter of 2025 was RSD -2.8 billion, which is a decrease compared to the same period of the previous year.
Czech polyethylene trade Jan-Dec 2025
For imports of all forms of polyethylene, Czech inward shipments amounted to 311,894 tons in January to December 2025 against 291,729 tons in the same period in 2024. Average prices of imports declined from €1579.5 per ton to €1431.3 per ton. Germany was the largest source of polyethylene imports, followed by the Netherlands and Belgium.

Most of the LLDPE imports were sourced from West Europe, including France, the Netherlands and Germany. LDPE imports rose to 364,875 tons in January to December 2025 from 328,373 tons in the corresponding period in 2024. Imports from ethylene alpha olefins increased from 268,427 tons to 314,720 tons.
Polish polyethylene exports amounted to 322,149 tons in 2025 against 282,519 tons in 2024. Average prices for polyethylene exports increased from €1080.0 per ton to €1131.6 per ton.
Exports of HDPE from Poland amounted to 202,294 tons in January to December 2025 versus 188,700 tons in the same period in 2024 whilst LDPE exports rose from 56,102 tons to 61,172 tons. Exports of ethylene alpha olefins from Poland amounted to 24,261 tons in 2025. In addition to the production of ethylene polymers at Plock, exports are assisted by reexported imports.
Hungarian polyethylene trade Jan-Dec 2025
Imports of all grades of polyethylene into Hungary amounted to 180,393 tons in January to December 2025 against 219,118 tons in January to December 2024. Hungarian import prices for polyethylene rose on average from €1040.4 per ton to €1496.8 in January to December 2025. The largest category of polyethylene imports comprised HDPE, which dropped from 96,122 tons to 84,353 tons.

Average prices of polyethylene exports dropped from €1339.4 per ton to €1145.4 per ton. Revenues for polyethylene exports in January to December 2025 totalled $342.176 million.
Polish PP Trade Jan-Dec 2025
In 2025 polypropylene production in Poland amounted to 316,600 tons against 308,400 tons in the same period in 2024. Polish polypropylene imports, including homo grade and copolymers, rose to 984,671 tons against 938,234 tons in 2024. Average prices for all types of polypropylene imports decreased from €1441.8 per ton to €1374.4 per ton. Homo grade polypropylene imports rose from 592,937 tons in January to December 2024 to 647,888 tons in the same period in 2025, whilst copolymer imports dropped to 308,081 tons against 317,912 tons.

Homo polymer grades comprised the main category of Polish polypropylene exports, where Germany was the largest destination. Average export prices dropped from €1441.3 per ton in 2024 to €1430.2.
Grupa Azoty Polyolefins-Orlen offer
Grupa Azoty intends to reach an agreement with Orlen on the sale of Grupa Azoty Polyolefins in March and hopes to finalise the transaction by the end of the first half of 2026. Grupa Azoty cannot currently afford to finance investments into Polimery Police, for which Azoty Polyolefins is responsible.

Grupa Azoty Polyolefins is a special purpose vehicle established to implement the Polimery Police project. Its main shareholders are Zaklady Chemiczne Police (34.4%) and Grupa Azoty (30.5%). Grupa Azoty Polyolefins has submitted a restructuring plan concerning the so-called partial arrangement, which includes receivables with a major impact on the company's operations.
The source of financial problems is the Polimery Police project where its original estimated cost was placed at about zl 1.7 billion, but during the whole construction process the expenditure increased to about zl 7.2 billion. Grupa Azoty Polyolefins terminated the agreement in 2025 with the general contractor Hyundai Engineering. The fate of Polimery Police depends primarily on the course of talks with creditors. Without an agreement on the billion-dollar debt, the future of one of the country's largest industrial investments is still in question. The key problem is the serious technical difficulties of the installation, which, given the changed market conditions, currently make it impossible to resume operations without costly renovations.

Average prices of exports declined from €1374.7 per ton to €1255.0. Homo-grade PP provides the main category of Hungarian polypropylene exports, amounting to 137,656 tons this year versus 157,465 tons in January to December 2024. Exports from propylene copolymers increased from 101,853 tons to 131,671 tons.
For imports of all forms of polypropylene, Hungarian inward shipments declined to 187,123 tons in January to December 2025 from 190,182 tons in 2024, with average prices declining from €1363.5 per ton to €1347.5 per ton. Imports of propylene copolymers into Hungary reduced from 54,505 tons to 49,072 tons whilst homo grade polypropylene imports dropped from 133,541 tons to 122,344 tons.
Czech polypropylene trade Jan-Dec 2025
Production issues faced by Orlen Unipetrol in 2025 meant that Czech polypropylene export trade fell by around 10% in against 2024, imports rose only fractionally higher.
Exports of all forms of polypropylene from the Czech Republic amounted to 267,203 tons in January to December 2025 versus 299,002 tons in the same period in 2024. Average export prices declined from €1368.3 per ton in 2024 to €1286.5 per ton in 2025. Homo-grade PP provides the main category of Czech polypropylene exports, amounting to 215,224 tons in 2025 versus 184,366 tons in the same period in 2024.

For imports of all forms of polypropylene, Czech inward shipments amounted to 528,235 tons in January to December 2025 against 525,433 tons in the same period in 2024, with average prices dropping from €1584.8 per ton to €1530.9 per ton. Imports of propylene copolymers increased from 219,882 tons to 214,690 tons whilst homo grade polypropylene imports declined from 295,929 tons to 290,868 tons.
The largest supplier of propylene polymers to the Czech Republic in 2025 was Germany, shipping 72,706 tons followed by the Netherlands with 47,000 tons. Other important suppliers included MOL from its two plants in Slovakia and Hungary, Austria, Belgium and Saudi Arabia.

Hungarian imports of synthetic rubber amounted to 158,1360 tons in January to December 2025 against 128,586 tons in January to December 2024. Average prices dropped from €2443.1 per ton to €2305.7 in 2025.

Synthetic rubber exports from Hungary amounted to 57,624 tons in 2025 against 68,327 tons in 2024. Prices for exports increased from €2332.9 per ton to €2844.3 per ton in 2025. SBR exports amounted to 50,993 tons in 2025.
Czech rubber trade Jan-Dec 2025
Exports of synthetic rubber from the Czech Republic amounted to 129,096 tons in January to December 2025 versus 133,072 tons in the same period in 2024. At the same time imports declined from 138,342 tons to 132,412 tons in 2024. Natural rubber imports declined from 103,375 tons to 102,244 tons.

Rubber prices increased in 2025 for both synthetic and natural rubber. Czech synthetic rubber export prices jumped from €1861.6 per ton in 2024 to €2006.2 per ton in 2025 whilst import prices jumped from €2085.1 per ton to €2139.5. Natural rubber prices increased last year to €1767.4 per ton from €1732.8 per ton in January to December 2024.
Czech butadiene rubber trade Jan-Dec 2025
The Czech Republic exported 106,719 tons of butadiene rubber in 2025 against 109,652 tons in the same period in 2024. Average prices rose from €1783.9 per ton to €1921.9 per ton.

Czech exports of butadiene rubber to India amounted to 12,908 tons in January to December 2025 against 14,776 tons in the same period in 2024. Other important markets included Poland where exports amounted to 13,886 against 11,629 tons.
Besides exports the Czech Republic imported 24,150 tons of butadiene rubber in 2025 against 30,342 tons in the same period in 2024. Imports were sourced largely from Germany, the US and Poland.
Polish rubber trade Jan-Dec 2025
The trade dynamics for synthetic rubber in Poland took in 2025 showed a fall in both exports and imports. For all types of synthetic rubber imports into Poland average prices increased from €1919.5 per ton in January to December 2024 to €2245.2 in 2025. Due largely to demand side factors Poland reduced imports to 228,219 tons against 322,490 tons in the same period in 2024.

By category, butadiene rubber was the largest product, accounting for 50,434 tons against 73,694 tons in 2024, whilst EPDM imports dropped from 41,946 tons to 34,849 tons. Imports of emulsion SBR dropped from 27,513 tons to 8,044 tons.
Germany supplied 34,425 tons of synthetic rubber to the Polish market in 2025, with South Korea supplying 36,087 tons and Saudi Arabia 12,889 tons. Volumes from the Far East and Middle East are expected to increase in the short to medium term.
Over the twelve months of 2025 the manufacture of rubber products in Poland amounted to 900,336 tons which was down from 908,066 tons in the same period in 2024. Only in March, May and August in 2025 did the monthly volumes exceed volumes in 2024. As with other European tyre manufacturers Polish companies are facing the difficulties of competing on price with Indian products in their own markets despite the lack of quality. At the same time European manufacturers due to restrictions are not able to compete in the Indian market.

The largest European market for Polish synthetic rubber exports was the Czech Republic which took 20,054 tons in 2025, an increase over 2024 to compensate for the closure of the ESBR plant at Kralupy. This was followed by Germany which took 18,775 tons. The largest non-European destination for Polish synthetic rubber exports in 2025 was Brazil which took 13,385 tons.
Prices of synthetic rubber exports from Poland increased from €1571.5 per ton in 2024 to €1641.5 per ton in 2025. Although both import and export volumes for synthetic rubber have been very similar, the prices for imported grades mostly exceed export prices.
The trend for all forms of trade have been downward since the start of 2023. India took 30,000 tons of Polish synthetic rubber in the period January to December 2025 against 42,405 tons in 2024. Exports to Thailand totalled 11.456 tons January to December 2025 and to Brazil 15,058 tons.
Polish synthetic rubber production Jan-Dec 2025
Synthetic rubber production at Oswiecim for Synthos amounted to 255,400 tons in 2025 against 264,400 tons in 2024. Synthos has managed to diversify its export markets, which has allowed the company to increase production over 2023. Although synthetic rubber production increased in 2024 the extra output was channelled into export activity rather than domestic consumption. In other areas of production Synthos increased the production of EPS from 82,500 tons to 95,400 tons whilst the production of general-purpose polystyrene increased from 67,100 tons to 68,100 tons.

Regarding PTA feedstocks, Orlen largely coped with paraxylene supply for PTA production at Wloclawek in 2025 and thus imports of paraxylene dropped to 2,966 tons in 2025 against 42,563 tons in the same period in 2024. However, due to lower PTA production at Wloclawek imports of PTA amounted to 34,761 tons in 2025.
Polish aromatic imports Jan-Dec 2025
Phenol imports into Poland amounted to 107,687 tons in January to December 2025 which was down from 100,913 tons in the same period in 2024. Germany was the dominant supplier of phenol to Poland, shipping 80,128 tons against 82,095 tons in the same period in 2024. Spain and Finland accounted for smaller shipments. Average prices for phenol imported into Poland dropped to €874.4 per ton against €1217.8 per ton in 2024.

In other areas of Czech aromatic exports benzene increased to 39,408 tons in January to December 2025 against 24,597 tons in 2024, whilst toluene exports rose from 8,916 tons to 11,820 tons. Ethylbenzene exports amounted to 92,260 tons against 89,588 tons.
Czech aromatic imports Jan-Dec 2025
Styrene imports into the Czech Republic amounted to 34,533 tons in 2025 against 19,971 tons in 2024. The Netherlands increased shipments from 10,646 tons to 16,540 tons whilst supplies from Germany increased to 15,328 tons against 5,039 tons. Average prices for styrene imports into the Czech Republic dropped from €1152.0 per ton in in 2024 to €1097.4 per ton in 2025.
Benzene imports into the Czech Republic in 2025 amounted to 20,436 tons against 40,008 tons in 2024. Benzene imports are sourced from Poland, Hungary and Serbia. Toluene imports dropped from 5,662 tons to 4,657 tons.
Czech Bisphenol A imports & epoxy resin exports
Bisphenol A imports into the Czech Republic totalled 31,819 tons in January to December 2025 against 33,108 tons in the same period in 2024. South Korea increased shipments from 27,410 tons to 28,696 tons. The largest user of bisphenol A in the Czech Republic is Spolchemie at Ust nad Labem, where epoxy resins are produced.

Exports of benzene from Hungary amounted to 36,322 tons in 2025 against 34,714 tons in the same period in 2024. Shipments to Germany increased from 7,912 tons to 11,495 tons and to France from 7,237 tons to 14,031 tons in the same period in 2024. Average prices for Hungarian benzene exports dropped from €695.5 per ton to €626.7 per ton.

MDI exports from Hungary amounted in January to December to 230,769 tons against 213,078 tons in January to December 2024. MDI export prices dropped to €1715.7 per ton against €1939.9 per ton in 2024. Poland was the largest destination for Hungarian MDI exports, taking 48,766 tons in 2025 versus 34,342 tons in January to December 2025. Exports to Italy increased from 4,747 tons to 16,650 tons.

Prices of TDI imported into Poland dropped from €1999.0 per ton in 2024 to €1780.1 per ton. Hungary was the largest supplier in 2025, shipping 36,110 tons to Poland versus 30,800 tons in January to December 2024.
Poland remains a major European hub for the polyurethane (PU) market, with a strong, active industry requiring significant quantities of isocyanates for manufacturing foam, coatings, and binders.
MDI imports into the Czech Republic totalled 40,430 tons in January to December 2025 against 40,823 tons in 2024. Average prices declined from €2059.7 per ton last year to €1858.5 per ton. The leading supplier was Belgium which shipped 10,119 tons against 9,362 tons in January to December 2024.
MDI imports into Poland totalled 170,08 tons in January to December 2025, up against 169,354 tons in January to December 2024. Average prices were down slightly in 2025 to €1791.4 per ton against €1920.4 per ton. Germany increased MDI shipments to Poland to 54,553 tons in 2025 against 49,422 tons in January to December 2024, whilst imports from Hungary increased to 47,404 tons against 40,493 tons.

Polyol import prices into Poland dropped from €1793.2 per ton to €1659.3 per ton. Despite the overall decline in average prices in 2025 for both exports and imports of polyols, prices in Europe did show a slight improvement in the latter part of the year even if there is no indication of a sustained rise. The European polyether market was fairly balanced in terms of supply and demand in 2025, but at the same production and consumption have both been lower than in 2024.
Polish polyol exports amounted to 52,084 tons in 2025 against 53,190 tons in the same period in 2024. Italy was the largest destination for Polish polyol exports, mainly produced by PCC Rokita, taking 7,503 tons in the first ten months followed by Germany with shipments of 5,792 tons. Average prices dropped from €2098.5 per ton to €1929.0 in 2025.

Around two thirds of polyol production for PCC Rokita are exported from the Brzeg Dolny site and mostly to European destinations. The company focuses essentially on two polyol groups, polyester and polyether. Sales of polyester polyols in the Polish market were higher for PCC Rokita in 2025, whilst demand for polyether polyols was more restricted. PCC Rokita has been close to using its full production capacity for polyester polyols which go mostly into polyurethane insulation panels. For polyether polyols, the key market is flexible foams which are used mainly in the furniture industry. In the first three quarters in 2025, the polyurethanes segment for PCC Rokita recorded weaker results compared to 2024. The segment's EBITDA fell 49.8% to zl 18.2 million (€4.27 million), whilst sales volumes rose slightly from 66,500 tons to 67,100 tons.
Hungarian maleic anhydride exports Jan-Dec 2025
Hungary exported 15,280 tons of maleic anhydride in January to December against 22,802 tons in January to December 2024. Average prices rose from €1209.0 per ton to €1257.8 per ton. Exports of maleic anhydride to Poland from Hungary dropped from 6,167 tons in 2024 to 2,106 tons in the same period in 2025.

The largest commodity in the organic chemical sector is TDI, accounting for 41% of Hungarian organic chemical exports in January to December by volume and 33% by value. Overall, the value of organic chemical exports from Hungary amounted to €1.346 billion in 2025 which was down from €1.249 billion in January to December 2024. Imports of organic chemicals dropped from 692,690 tons in 2024 to 653,540 tons in 2025, with values dropping from €1.524 million to €1.451 million
Hungarian aniline & acrylonitrile imports Jan-Dec 2025
Aniline imports into Hungary dropped from 82,715 tons in January to December 2024 to 55,870 tons January to December 2025. Inward shipments from BorsodChem-MCHZ in the Czech Republic amounted to 55,870 tons against 71,351 tons in January to December 2024. Export values dropped from €1.477 million to €1.247 billion, whilst import values dropped from €3.912 billion to €2.732 billion. A problem for some organic chemical exports, particularly oxo alcohols, consumers have sought to minimise their purchases, anticipating further price declines. Prices for many products have dropped this year due to lower raw material costs and weak demand.

Czech imports of organic chemicals are led by methanol where volumes amounted to 60,788 tons in 2025 against 64,383 tons in 2024. 2-EH imports amounted to 19,804 tons against 18,386 tons whilst imports of DINP plasticizers amounted to 11,002 tons.
Other products imported include oxo alcohols, including 2-EH whereby inward shipments dropped to 14,015 tons in January to December this year versus 15,153 tons last year. Most of the 2-EH imports come from the Azoty plant at Kedzierzyn-Kozle. Plasticizer imports increased in the first ten months to 7,973 tons against 5,320 tons in the same period last year.

Polish methanol export prices rose fractionally in 2025 to €396.9 per ton measured against €396.6 in 2024. At the start of 2025 there was a considerable price gap between export and import prices for methanol into and out of Poland, but from the third quarter onwards prices narrowed sharply to some degree of parity.
The largest destination for Polish exports was Germany which took 106,603 tons in 2025 against 104,380 tons in the same period in 2024. Ukraine imported 25,014 tons in against 28,995 tons last year.

Russian ethylene production amounted to 4.481 million tons in 2025 against 4.594 million tons in January to December 2024, whilst propylene production increased from 2.521 million tons to 2.595 million tons. Benzene production fell from 1.365 million tons to 1.277 million tons with the drop starting to affect styrene producers. In other area of aromatic production toluene dropped from 387,913 tons to 343,738 tons, whilst orthoxylene rose from 123,866 tons to 148,507 tons and paraxylene rose from 199,623 tons to 206,007 tons.
Ethylene glycol production dropped from 467,968 tons to 385,078 tons, mainly due to the reduction of ethylene deliveries from Kstovo to Dzerzhinsk in early 2025 due to drone damage. Other products affected by drones include acetic acid where volumes dropped from 255,446 tons in the period January to December 2024 to 183,394 tons in 2024. Production at the Nevinnomyssk plant was affected partially in July and August after Ukrainian drones struck the Azot on two occasions. Methanol production at Nevinnomyssk was also affected in August after it was attacked in late July. Overall, though total methanol production in Russia increased from 3.819 million tons in 2024 to 3.955 million tons in 2025.

Mass mobilisation is the one development that could affect everything. SIBUR's petrochemical plants produced 14% more in 2025 than in 2024. The rise was due largely to the launch of the EP-600 ethylene complex at Nizhnekamsk, and the modernisation of facilities at Kazan and an increase in production efficiency. Nizhnekamskneftekhim increased production by 15% to 3 million tons, whilst Kazanorgsintez increased production by 10% to 1.1 million tons. To ensure a sustainable supply of raw materials, SIBUR is building the Nizhnekamsk-Kazan ethylene pipeline, which will increase the transportation of ethylene to 500,000 tpa.
Russia’s petrochemical industry is relatively protected by costs, but the search for new markets in the face of sanctions and stagnation of demand in the world market still complicates initiatives to increase production. The most important difficulty from sanctions is the ban on the supply of technology and equipment due to Western sanctions.
Russian polymer production Jan-Dec 2025
Polyethylene production in Russia rose from 3.464 million tons in 2024 to 3.657 million tons, boosted at the end of the year by the start-up of the Irkutsk Polymer Plant. The production of propylene polymers increased from 2.080 million tons to 2.167 tons in 2025. Products that saw a decline in 2025 included styrene polymers, PVC and polyamide. The production of synthetic rubbers in primary forms dropped slightly from 1.437 million tons to 1.432 million tons.
Despite stability in production numbers the Russian polymer market is starting to feel the effects of a stagnating economy. The year 2025 was marked by a decrease in demand from polymer and synthetic rubber processors, which created unfavourable conditions for polymer and synthetic rubber producers. Polymer consumption in main application areas such as car production and construction suffered significantly in 2025. Russia's largest petrochemical companies, including industry leader SIBUR Holding and its key assets Kazanorgsintez and Nizhnekamskneftekhim, are showing a sharp deterioration in financial results against an environment in falling prices and falling demand for polymers.

Russian ethylene production totalled 4.481 million tons in 2025 against 4.594 million tons in January to December 2024.
ZapSibNeftekhim at Tobolsk produced 1.547 million tons in January to December 2025, down from 1.551 million tons from January to December 2024. Stavrolen at Budyennovsk reduced production from 340,105 tons to 285,059 tons in 2025. Production in the Volga region increased from 2.213 million tons in 2024 to 2.179 million tons in 2025.

Russian propylene production totalled 2.592 million tons in 2025 against 2.521 million tons in the same period in 2024. ZapSibNeftekhim at Tobolsk reduced production from 958,355 tons in January to December 2024 to 981,662 tons in 2025, whilst the plants in the Volga region increased production from 633,824 tons to 650,124 tons. Production at the Budyennovsk plant in the North Caucasus dropped from 141,228 tons to 120,911 tons whilst in Siberia the combined production of the Tomsk and Angarsk plant resulted in 483,076 tons versus 502,475 tons in 2024.

Benzene production amounted to 1.273 million tons in 2025 against 1.365 million tons in the same period in 2024. The Volga region for benzene production is the largest in Russia, reducing production from 804,409 tons in 2024 to 798,958 tons in 2025. In recent months a benzene shortage was formed against the background of the growing involvement of aromatic hydrocarbons in the production of gasoline. Russian toluene production dropped from 389,991 tons in 2024 to 352,384 tons in 2025.

Styrene production elsewhere in Russia takes place in Siberia, at Angarsk Polymer Plant where production totalled 29,423 tons in 2025.

Russian bulk plastics production amounted to 10.774 million tons in January to December 2025 against 9.980 million tons in the same period in 2024.
Production of five key polymers in Russia increased by 2.4% in 2025 and amounted to 7.47 million tons. Consumption of five large-tonnage polymers (polyethylene, polypropylene, PET, polystyrene and PVC) in Russia in 2025, according to preliminary data, decreased by 2.3% compared to 2024. In absolute terms, it amounted to 6.69 million tons. The only polymer where consumption increased was PET, which was 7.1% up over 2024. Exports, on the other hand, represent the essential outlet for Russian polymer producers and particularly to the Chinese market. Exports at the same time continue to face financial and logistical barriers.
Regarding applications, pipe production from polymers declined from 1.167 million tons in 2024 to 982,899 tons in 2025. The production of plastic pipes, hoses and fittings amounted to 975,000 tons in 2025 (12.6% lower than in 2024). Production of polymer plates, sheets, films and strips dropped 9.8% to 1.577 million tons, whilst porous were down by 535,000 tons and non-porous were down by 5.4% to 461,000 tons.

Production of ethylene polymers in Russia amounted to 3.803 million tons in January to December 2025, up from 3.592 million tons in the same period in 2024. Production was boosted towards the end of 2025 by the start-up of HDPE production at the new unit at Irkutsk Polymer Plant.

The largest plant for the production of ethylene polymers is ZapSibNeftekhim at Tobolsk, located in the Ural Federal District. ZapSibNeftekhim produced 1.566 million tons in 2025 against 1.571 million tons in January to December 2024, nearly all of which comprised main polyethylene grades HDPE and LLDPE.
The second largest region in Russia is the Volga Federal District where production increased from 1.144 million tons in January to December 2024 to 1.295 million tons in January to December 2025. The Volga district includes producers from Bashkortostan including Gazprom neftekhim Salavat and Ufaorgsintez, and from Tatarstan Nizhnekamskneftekhim and Kazanorgsintez.

Russian polyethylene exports to China increased from 357,790 tons in January to December 2024 to 460,276 tons in the same period in 2025, with both HDPE and LDPE showing rises.
HDPE from the new plant at Irkutsk has been targeted on the Chinese market. Average prices for Russian polyethylene exports to China dropped from $864.4 per ton to $834.6 per ton in 2025. Inward shipments of polyethylene from China into Russia dropped in 2025 to 75,548 tons against 101,763 tons in January to December 2024. Average prices increased from $1434.8 per ton to $1623.2 per ton in 2025.

Chinese exports usually consist of higher-grade copolymers. Imports of polypropylene shipments into Russia from South Korea dropped to 21,342 tons from 37,005 tons in 2024. Average prices dropped from $1467.1 per ton to $1239.4 per ton.

Russian PVC suspension grade production totalled 774,063 tons in January to December 2025 against 745,421 tons in the same period in 2024. The Volga region, which includes plants at Kstovo and Sterlitamak, accounted for 476,204 tons in January to December against 450,375 tons in the same period in 2024. Sayanskkhimplast is the only PVC producer in Siberia, producing 220,163 tons in the against 225,826 tons in January to December 2024. The plant is supplied with ethylene from the Angarsk Polymer Plant by pipeline.

Synthetic rubber production in Russia amounted to 1.431 million tons in January to December 2025 against 1.434 million tons in the corresponding period in 2024. Exports of synthetic rubber to China accounted for 51% of total production in January to December 2025 against 39% in 2024.
The Siberian region increased production from 105,574 tons in January to December 2024 to 112,809 tons in the same period in 2025. Voronezhsintezkaucuk is the main producer of synthetic rubber in the Central Federal District of Russia, where volumes decreased from 300,232 tons to 244,591 tons in January to December 2025. Production was reduced at Voronezhsintezkaucuk in the early part of 2025 due to the side-effects of drone attacks In late 2024. The Volga region accounted for 885,724 tons of Russian synthetic rubber production in the first ten months of 2025 against 827,514 tons in the same period in 2024. This region provides the main basis for synthetic rubber production in Russia.
Although Russian synthetic rubber production was virtually unchanged domestic consumption dropped sharply in 2025. Tyre producers reduced rubber consumption from roughly 391,600 tons in January to December 2024 to 309,900 tons in 2025. This compares against 443,500 tons in 2023.

Isoprene rubber was the largest category of synthetic rubber production in Russia in 2025, amounting to 284,667 tons against 282,356 tons in the same period last year. Isoprene rubber was followed by butadiene rubber where production amounted to 279,914 tons against 270,446 tons in January to December 2024.
The production of butadiene methylstyrene rubber rose in 2025 to 235,079 tons against 223,848 tons whilst butyl rubber production increased from 117,006 tons to 129,592 tons. The highest value rubber sold by Russia is halogenated butyl rubber where production dropped from 104,287 tons in 2025 to 99,562 tons.

Russian export revenues from synthetic rubber shipments to China totalled $1.038 billion in January to December 2025 against $940.1 million in the same period in 2024.
By volume Russian shipments of synthetic rubber to China amounted to 727,530 tons in 2025, which was up from 226,899 tons in 2024. Butadiene rubber exports represented the largest category, rising from 119,996 tons in 2024 to 179,594 tons. Exports of thermoplastic elastomers increased sharply from 93,168 tons to 131,244 tons. Isoprene rubber exports rose from 93,168 tons to 136,160 tons.
Russian methanol production Jan-Dec 2025
Russia produced 3.955 million tons of methanol in 2025 against 3.819 million tons in the same period in 2024. The Volga region, including Metafrax Chemicals, Tomet and Ammoni, increased total production from 1.607 million tons to 1.696 million tons in 2025.

The Siberian Federal District (including Gazprom Methanol and Angarsk Petrochemical) increased production from 688,640 tons to 729,976 tons. The Central region, which includes Shchekinoazot and Azot at Novomoskovsk, reduced production from 1.223 million tons to 1.193 million tons. The Novomoskovsk plant has been idle since 2024 and according to reports has been mothballed.
Ukrainian drones struck several chemical-fertiliser complexes in December where methanol is also produced. These included Akron, Shchekinoazot and Azot at Nevinnomyssk. Methanol plants are not the primary target of the drones but are living under constant threat of further attacks in retaliation for the attacks on Ukraine. Any non-targeted damage to industrial plants in Russia is seen from a Ukrainian perspective as a benefit.
Azot provides essential raw materials such as used in the manufacture of explosives and a wide range of ammunition compositions. Its role in sustaining Russia's frontline firepower makes it a high-value target within the broader campaign to degrade military logistics. Azot also provides acetic acid to the Sverdlov explosive plant at Dzerzhinsk in the Nizhniy Novgorod region.
SBU hit Metafrax Chemicals on 16-17 February
SBU drones from Ukraine carried out a deep strike on the Metafrax Chemicals plant in the Perm Krai in the north east Urals, hitting the methanol plant. Metafrax Chemicals plant produces chemical components for explosives and is under sanctions from the EU, Ukraine and the UK. Local Telegram channels reported at least six explosions on the territory of the enterprise and the evacuation of plant employees.
Metafrax Chemicals increased its revenue by 13% from 33.2 billion roubles in 2024 to 37.5 billion roubles in 2025 whilst the net profit rose by 22 times from 272 million roubles to 6.1 billion roubles. The share of exports in the volume of sales of finished products amounted to 41.47% in 2025. Export revenue exceeded 14.9 billion roubles, which is 19% more compared to 2024 although the cost of sales for 2025 increased by 116% to 25.4 billion roubles.
Nakhodka Mineral Fertiliser Plant-can it achieve full utilisation in 2027
The Nakhodka Mineral Fertiliser Plant (NFP) aims to achieve high, if not full, utilisation of its 1.8 million tpa methanol plant in 2027. The completion of the construction of the plant is scheduled for the end of 2026, after which commissioning work will begin. The impact on the Russian market could be highly significant in terms of exports to China from the existing plants. The decision to build the NFP complex in Primorsky Krai was initially made in 2016 although work began only in 2021.
Nakhodka Mineral Fertiliser Plant-marine terminal completed
The Nakhodka Mineral Fertiliser Plant has already completed the concreting of the approach overpass and the platform of the marine terminal, which will allow the export of methanol. To ensure safe loading, the terminal will be equipped with a modern telescopic ladder and a laser mooring system. The terminal is to allow the usage of ships up to 195 metres long and with a capacity of up to 53,000 tons, with a draft of up to 13 metres. Currently NFP has begun the installation of loading arms and installed a methanol vapour absorber. The company plans to fully complete construction work at the terminal in the second half of this year.

Methanol will be transported through a fully sealed closed system; the product will be transported directly from the storage tank to the tankers through the pipeline. The planned cargo turnover of the terminal will be 1.8 million tpa. The commissioning of the NFP marine terminal will ensure reliable and uninterrupted supplies of methanol for export and will also be a significant event for the development of the port potential of Nakhodka.
Russian methanol exports Jan-Dec 2025
Russian methanol exports amounted to 1.448 million tons in January to December 2025 versus 1.253 million tons in 2024. Shchekinoazot increased exports from 510,468 tons to 584,411 tons, whilst Metafrax Chemicals increased shipments from 245,589 tons to 348,207 tons. Tomet at Togliatti reduced exports slightly from 144,768 tons to 142,974 tons in January to December 2025. Gazprom Methanol increased exports to 366,461 tons from 287,440 tons in 2024. Azot at Novomoskovsk stopped exporting after August last year due to vulnerability of the Kavkaz port to drone attacks.

Russian exports to China amounted to 802,745 tons in 2025 against 794,355 tons in the same period in 2024. Export prices to China rose from $255.8 per ton in 2024 to $271.3 in 2025. Export volumes to Turkey increased from 242,611 tons in 2024 to 285,945 tons in 2025. Margins are higher for shipments to the Turkish market rather than for China. A new destination in 2025 consisted of Brazil where shipments amounted to 172,813 tons in the whole year but started to slow down in the second half of the year. Other destinations include Belarus where shipments amounted to 87,895 tons in 2025 against 119,084 tons in 2024.

Domestic merchant sales of methanol dropped from 1.561 million tons in January to December 2024 to 1.484 million tons in January to December 2025. Metafrax Chemicals reduced domestic merchant sales to 490,161 tons in January to December 2025 against 494,966 tons in January to December 2024, whilst Gazprom Methanol reduced domestic merchant sales to 304,870 tons which was down from 322,043 tons. Shchekinoazot shipped 375,470 tons in January to December 2025 against 411,513 tons in 2024.
Formaldehyde production has been dropping slightly since the start of the second quarter as demand for urea-formaldehyde resins and phenol-formaldehyde resins has been weakening.
In order to minimise losses from the closure of the European market, domestic producers that can produce both methanol and ammonia have reduced methanol loading and increasing the production of ammonia and its derivatives. Around 44% of methanol consumed was processed into formaldehyde-containing products in 2025, including resins and isoprene. This compares against 54% in 2020.
Metadynea has launched the production of phenolic impregnating resins at Orekhovo-Zuyevo (Moscow region). The annual capacity is 13,200 tpa. The company estimates investments in the project at 28.5 million roubles. Phenol-formaldehyde resins are used in the production of phenolic films for lamination mainly of plywood, wood-based panels and for use in the inner layers of decorative plastics.
Other formaldehyde derivatives include urotropin which is used in the composite materials industry. The only producer of urotropin in Russia is Metafrax Chemicals. The range of its consumption is quite wide. In recent years, the importance of urotropin in the production of composite materials has increased. The capacity of the production of urotropin launched in 2011 at Metafrax initially amounted to 20,000 tpa and was gradually increased to 35,000 tpa. In addition to dry technical urotropin with concentrations of 96.5-99.5% of the main substance, Metafrax produces an aqueous solution with a content of 30-45% of urotropin, which is used in the production of urea-formaldehyde resins and oilfield chemical reagents.
Russian butanol production Jan-Dec 2025
Russian normal butanol production rose slightly from 140,273 tons in January to December 2024 to 143,505 tons in the same period in 2025. The Volga region, which includes SIBUR-Khimprom, increased production from 99,433 tons to 109,637 tons.

Isopropanol production in Russia amounted to 56,367 tons in January to December 2025 against 77,605 tons in the same period in 2024. Omsk Kaucuk reduced production from 46,398 tons to 19,364 tons whilst the Plant at Synthetic Alcohol at Orsk increased production from 24,127 tons to 25,265 tons. Omsk Kaucuk only started isopropanol production in 2020 and only achieved high utilisation rates in 2023.
Some solvent producers are facing financial pressures due to the weakening economy. Recently the bankruptcy proceedings were initiate against the Volkovsky Plant of Ethyl Acetate and Butyl Acetate LLC in the Tambov region due to outstanding debts. The enterprise, specializing in the production of organic chemicals, began its activities in early 2020 in the Morshansk district.
Phthalic anhydride production in Russia totalled 75,508 tons in 2025 against 96,323 tons in 2024. Kamteks-Khimprom at Perm is the largest producer followed by Gazprom neftekhim Salavat, and together these two plants produced 75,446 tons in 2024. Kamteks-Khimprom produces phthalic anhydride and dioctyl phthalate, as well as fumaric and benzoic acids. Maleic anhydride production dropped from 53,419 tons to 43,247 tons in 2025.
Russian polyacrylate production Jan-Dec 2025
In other product areas, Russian polyacrylate production totalled 127,350 tons in 2025, up from 125,636 tons in 2024. The largest region in Russia for the production of polyacrylates is the Central Federal District where SIBUR-Neftekhim produces at Dzerzhinsk. Currently SIBUR is the only producer of these light esters in Russia, as well as the heavy ester of 2-ethylhexyl acrylate.

Average prices increased from $2211.5 per ton to $2045.8 per ton. In addition to MDI imports into Russia from China, Russia imported 19,158 tons from South Korea in 2025.

More than 65% of all polyurethanes in Russia are consumed by three industries: mechanical engineering (23%), furniture manufacturing (24%) and the construction industry (19%). Russia consumes a lot of polyurethane foam, but the production of the raw material base is still a weak link.

Polyol exports from China to Russia dropped in 2025 to 109,081 tons against 128,954 tons in 2024 and by value to $140.954 million versus $183.375 million. Total consumption of polyols in Russia ranges from 210-220,000 tpa at present.
Aniline project-Bashkortostan
Doga Financial Group plans to invest 15 billion roubles in the construction of the Anilinprom plant in Bashkortostan. The design capacity of the plant will be 60,000 tpa of aniline. Raw materials for the enterprise are planned to be obtained from Gazprom neftekhim Salavat which has recently being sold to Roskhim. The company is already working on the preparation of all the necessary documentation.
Russian aniline market
Currently, there is no aniline production in Russia. This is a serious gap in the aniline chain, which leads to polyurethanes. The availability of aniline is necessary for the development of MDI production in Russia although foreign licensors have not provided licenses to Russian petrochemical companies. Thus, Russia produces the base feedstocks for isocyanate production but due to technological deficiencies the country is dependent on imports.
In August 2024, representatives of the Russian industry appealed to the Ministry of Industry and Trade with a request to work out ways to overcome the shortage of MDI which began to take shape after the introduction of the fourteenth sanctions package at the end of June 2024. The industry then asked the Russian government to ensure an increase in the priority of launching an investment project for the production of MDI in Russia, which, accordingly, raised the question of organizing production and its predecessor - aniline.
Moreover, aniline is involved not only in the production of polyurethane. In addition to MDI, aniline is used to produce such products as monomethylaniline (MMA, anti-knock additives to gasoline), dyes and pigments, additives to rubber products (vulcanization accelerators, modifiers, stabilizers, antioxidants), aramid fibres that are used in the defence industry.
Kazakh polypropylene production suspension
The production of polypropylene at the KPI plant, was completely suspended in late January. According to preliminary estimates, the company's lost profit for KPI in January may amount to about $15 million due to the stoppage. The reason for the halt in polypropylene production was due to suspected activity at the Tengiz field, from where propane for the plant are supplied. An emergency situation at Tengizchevroil LLP is the cause of the suspended deliveries of propane. It is not clear when supplies will be resumed.

Exports of polypropylene in 2025 totalled $256.153 million, nearly all shipments consisted of homo grade. Exports of polypropylene to China from Kazakhstan amounted to 60,121 tons in 2025 against 64,127 tons in 2024. Other destinations for Kazakh polypropylene focus largely on Russia and Turkey. In 2025 exports to Russia totalled 54,319 tons for total values of $59.236 million whilst exports to Turkey amounted to 61,219 tons for $50.187 million.
The PP plant at Atyrau, which cost $2.6 billion to build, was commissioned at the end of 2022 and has helped transform the dynamics of the domestic processing market. The company plans this year to produce 487,500 tons of polypropylene, with around 20% being sold in the domestic market.

Polyethylene imports into Kazakhstan totalled 224,800 tons versus 306,700 tons in 2024. HDPE comprised the main share of polyethylene imports, amounting to 168,000 tons, dropping from 252,200 tons in 2024. .
KazMunayGaz hopes that the construction of the polyethylene plant near Atyrau and subsequent availability through the Silleno jv will have the same effect on the domestic market as has been seen from locally produced polypropylene. For the Silleno project, Kazakhstan has reached an agreement with the China Development Bank to finance the construction of main pipelines for the transportation of ethane and propane to the Atyrau region. The Silleno polyethylene plant project is being built on the territory of the special economic zone "National Industrial Petrochemical Technopark" in the Atyrau region. The planned annual capacity of the enterprise will be 1.25 million tpa, producing more than 20 grades of polyethylene for key industries using licensed technologies from Chevron Phillips and Univation.
Central Asian polymer imports from China Jan-Dec 2025
In 2025 China exported 191,016 tons of PVC to Central Asia, including 98,998 tons to Uzbekistan and 72,053 tons to Kazakhstan. Currently the only PVC producer in Central Asia is Navoiazot in Uzbekistan. The production of suspension PVC with a capacity of 100,000 tpa was launched at the end of 2019 as part of the caustic soda and methanol production complex.

Fergana Chemical Plant-EU sanctions
Fergana Chemical Plant and Raw Materials Cellulose LLC in Uzbekistan supplies cotton pulp to Russian gunpowder plants in Kazan, Perm, and Tambov. The EU draft states both companies support Russia's military and industrial complex by being involved in the supply of military technology and equipment, which is why they're included on the EU's upcoming blacklist. it is from this cotton that the production chain of explosives used in Russian munitions begins. After chemical processing, it is converted into special-grade cellulose used to produce nitrocellulose. Without it, artillery shells, mortar rounds, and missile launches are impossible. The EU's 20th sanctions package is expected to be formally adopted by the end of February.
Tatneft withdraws from butadiene project in Kazakhstan
Tatneft has withdrawn from participation in the butadiene production project in Kazakhstan. It was planned to determine the EPC contractor, which was supposed to be the transition of the project to the active phase of construction. The exit of Tatneft may affect the further timing and format of the project.
The Butadiene jv was established in November 2021 by Kazakhstan's KazMunayGaz and Tatneft. By 2025, the joint venture was 75% owned by a Russian company and 25% by the Kazakh side. The project was postponed twice. It was assumed that investments in the enterprise would amount to about $ 1 billion, the capacity was estimated at 186,000 tpa.
The main reason for the withdrawal was the sanctions imposed by the UK against Tatneft. Because of this, the company lost the opportunity to take loans from Western banks and, more importantly, to buy the necessary technologies from foreign licensors such as Lummus Technology. The second serious factor was the sharp increase in the cost of the project. The actual construction costs turned out to be much higher than planned, the start date of construction was postponed, although the investment decision was made in the middle of last year.
SOCAR methanol and ethylene Jan-Dec 2025
Azerbaijan produced 371,800 tons of methanol in January-October 2025, against 373,200 tons in the corresponding period in 2024. Azerbaijan exported 366,800 tons of methanol in the first ten months which was down against 367,100 tons in the same period last year.
